TREATMENT Advocacy and Literacy Campaign (TALC) national coordinator Felix Mwanza has requested Inspector General of Police Francis Kabonde to take action against a senior intelligence officer in the Office of the President in Livingstone who allegedly tortured his 19-year-old son, Moonga Muntanga.

Reacting to Sunday's Post Lifestyle story in which Happy Muntanga tortured Moonga after he accidentally spilled sand, Mwanza asked Kabonde to instruct the police command in Livingstone to arrest and quicken the process of litigation against the officer.

He said the maternally-orphaned boy was tied with electric wires on both legs and hands and left hanging for dead upside down for three days without food, water or attending to the call of nature.
Mwanza said in the process, he defaulted on his antiretroviral treatment on which he has been over the past four years, much to the knowledge of his abusive father.


"This man failed to protect, respect and fulfil his son's fundamental right to treatment and he is therefore not fit to be even referred to as a father.

Denying medication to a teenager who is epileptic can lead to treatment failure, a situation which will force health authorities to change the drug to a second or third line regimen - a shift that will be very costly on the part of government," he said.

He said it was for this reason that TALC was calling upon the director general of the Zambia Security Intelligence Services, Regis Phiri to instantly dismiss the officer because he brought the name of the institution into public disrepute and equally disgraced it.

Last week, Southern Province police commanding officer Lemmy Kajoba said Moonga's father had since been summoned to the police where the Victim Support Unit (VSU) recorded a warn and caution statement.

"Yes I'm aware of the case in which Moonga is alleged to have been tied by his father for three days. We are still investigating but we did call him to the police and the VSU officers recorded a warn and caution statement. The matter is going to court," said Kajoba.
